He pointed to China's expansionist ambitions, driven by the Belt and Road Initiative, and the potential for military buildup under the guise of counter-piracy operations. The presence of Russia's Wagner Group and its rampant disinformation campaigns are likewise concerning, he added.

Langley, while declining to provide specifics, acknowledged Iran's activities in Africa, particularly in mining operations in countries such as Niger and Sudan. He emphasized the need for close monitoring of Iran's uranium exports, a crucial ingredient in both nuclear power and weapons production.

On the subject of Niger's order for the withdrawal of 1,000 U.S. personnel, Langley stated that the process is on track and that all U.S. troops will have departed by the established deadlines. He stressed the safety of U.S. forces as the primary priority and commended the ongoing negotiations with Niger's transitional government for an orderly and responsible withdrawal.

Langley is currently in Botswana attending the Africa Chiefs of Defense Conference, a co-hosted event with Botswana, involving around 35 countries.
