A Biden appointee who has donated tens of thousands of dollars to Biden's campaigns has played a significant role in recruiting Chinese businesses to invest in Delaware.
A Biden appointee who has generously donated to his campaigns and is married to a high-ranking former aide has been instrumental in attracting Chinese businesses to Delaware.
Michael Marquardt, appointed by Biden in 2022 to the U.S. Commission for the Preservation of America’s Heritage Abroad, has spent the past two decades advising global corporations and collaborating with the Delaware Prosperity Partnership (DPP) to entice Chinese businesses to invest in Delaware.

Marquardt, who has served as a "global advisor" of DPP since 2017, has leveraged his social media presence to highlight his efforts in connecting Chinese business executives and companies with Delaware.
In 2015, Marquardt proudly announced on Facebook that he had welcomed over 50 Chinese business executives to Delaware, showcasing the state as a "gateway to America." The visit included a tour of Incyte Corporation, which reportedly impressed the visitors.

Marquardt's Facebook posts reveal his continuous involvement in events that promote Delaware as an attractive destination for Chinese investment. In 2016, he attended a ceremony where the then-governor of Delaware, Jack Markell, received an award from China's General Chamber of Commerce.
Marquardt's social media presence also highlights his support for initiatives that strengthen ties between China and Delaware. He posted about the expansion of a China summer abroad program for high school students studying Mandarin and used the hashtag "#ForwardThinkingDelaware."

In 2016, Marquardt traveled to New York City to attend the China-U.S. Economic and Trade Cooperation Conference, which featured a keynote address from a prominent Chinese politician.
Marquardt's connections extend beyond economic partnerships. In 2016, he represented the DPP at the closing ceremony of China-U.S. Tourism Year 2016 and later met with the China Entrepreneur Club in Beijing, described as the "richest club in China."

Marquardt's posts reveal that he has forged strong relationships with influential Chinese organizations, including the China General Chamber of Commerce (CGCC). He attended a luncheon hosted by CGCC for a high-ranking Chinese official and met with the group's members at the SelectUSA Summit in 2019.
According to US Global Leadership Coalition, China played a significant role in Delaware's economy, with exported goods valued at $498 million in 2023. CGCC published a post about their member companies visiting Wilmington, Delaware, in 2022 to learn about the state's economy.

Marquardt's ties to Biden extend back over two decades when his wife, Claire DeMatteis, served as Biden's senior counsel. Last summer, Marquardt posted a video of his wedding reception, which featured Biden giving a toast in 2003.
Marquardt, who served on the Biden for President national finance committee, and his wife have donated over $50,000 to Biden's campaigns since 2003. Fox News Digital previously reported on Marquardt's business partner reaching out to Hunter Biden for assistance in obtaining a Chinese business license.
Marquardt has posted pictures with Biden on his social media accounts and promoted his ties to the president on his business website. His background picture on X, Facebook, and Linkedin features him and his wife with President Biden and former Presidents Obama and Clinton at a fundraiser.
