The Office of the Inspector General (OIG) at the U.S. Agency for International Development (USAID) released a report on Tuesday, shedding light on the internal debates surrounding the Biden administration's decision to construct a humanitarian pier off the coast of Gaza.

The report indicates that "multiple USAID staff" initially expressed reservations about the pier's potential impact on ongoing efforts to persuade Israel to open land corridors for aid delivery. However, once the pier's construction was ordered by the President, USAID shifted its focus to maximizing its effectiveness.

The $230 million pier project was initiated amidst concerns over potential famine in Gaza and the need to enhance aid delivery. President Biden greenlit the project, a joint effort between the Department of Defense (DOD) and USAID.

However, within a week of its inauguration, the pier encountered significant challenges. Strong winds and rough seas repeatedly damaged the structure, and aid distribution efforts were hampered by hostile actors seeking to loot incoming shipments. The pier ultimately operated for just 20 days before being shut down on July 17.

Even before the pier became operational, critics raised concerns about its efficiency and cost-effectiveness compared to alternative methods such as air drops and land corridors. Republicans criticized the project as an attempt by Biden to appease his progressive base and potentially jeopardize American troops.

The report also highlights the challenges faced by the pier during its brief operation. Harsh weather conditions caused significant damage, while hostile actors attempted to disrupt aid distribution.

Despite the setbacks, a spokesperson for Biden's National Security Council, Sean Savett, maintained that the pier "had a real impact" in delivering humanitarian aid to Gaza. He noted that approximately 20 million pounds of food and water were distributed through the pier, which he described as a "part of a comprehensive response to the dire humanitarian situation in northern Gaza."

Savett emphasized the administration's commitment to exploring all options to provide assistance to Gaza, acknowledging the challenges faced but highlighting the importance of leaving "no stone unturned" in addressing the region's humanitarian needs.
