According to FEC regulations, the new nominee would be limited to receiving a maximum contribution of $2,000 from the Biden for President campaign committee. The funds could be transferred to the Democratic Party, with no limits on the amount that can be given to party committees. However, expenditure limits imposed on political party committees restrict the amount that the DNC can spend in coordination with the new nominee's campaign committee.

This means that Biden could potentially transfer the remaining funds to the Penn Biden Center for Diplomacy & Global Engagement after paying off all campaign expenses.
