The U.S. Department of Justice has indicted individuals and entities for using artificial intelligence (AI) and other tactics in an alleged Russian government plot to interfere in the upcoming 2024 presidential election.
The U.S. Department of Justice has revealed indictments and expanded its investigation into alleged Russian government attempts to influence American voters through disinformation campaigns, including the use of AI tools to manipulate social media and online platforms.
Attorney General Merrick Garland announced the charges against employees of Russian state-controlled media outlet RT and other individuals involved in an operation dubbed "Doppleganger." The indictments allege the use of AI-generated social media profiles and deepfake content to create illusions of legitimate news sources.

The indictments detail the establishment of an Election Threats Task Force, including FBI Director Christopher Wray, to combat these alleged influence schemes. The Justice Department also seized over two dozen internet domains linked to the operation.
"This is deadly serious, and we are going to treat it accordingly," Garland stated during the announcement, emphasizing the severity of the allegations.

The use of AI tools is a significant concern, as the indictments indicate the potential for AI-generated content to impersonate genuine individuals and organizations, spreading disinformation and influencing voter perceptions.
The U.S. Department of the Treasury has also designated 10 individuals and two entities under the Office of Foreign Assets Control, imposing visa restrictions and offering a $10 million reward for information relating to these operations.

The Treasury alleges the use of deep fakes and disinformation by Russian state-sponsored actors to undermine confidence in U.S. elections. The target of these campaigns includes figures in the U.S., U.K., and other countries.
Investigative journalist Christo Grozev suggests that Russia's perceived struggle in the early stages of the Ukraine invasion may have prompted the shift towards AI and other methods to manipulate information.

Grozev highlights plans to insert hidden advertising content into news feeds, potentially exploiting target audiences' trust in established news sites. The tactics aim to infiltrate platforms used by the target population rather than relying on Russian-related platforms.
Grozev warns that the alleged intent to target platforms already frequented by voters poses a significant threat, as it aims to blend propaganda into the regular flow of information, potentially making it harder for individuals to distinguish between fact and fiction.
