As Germany gears up to host the Euro 2024 tournament, officials are ramping up security measures in response to a concerning surge in soccer-related violence. With matches scheduled in 10 cities across the country, authorities are taking proactive steps to mitigate the risk of hooliganism and other forms of fan misconduct.

In recent years, Europe has witnessed a worrying increase in soccer violence, marked by clashes between weapon-wielding fans, organized fights, and late-night attacks. The 2022-23 season saw an alarming number of incidents, including the deaths of two fans in Greece and France.

In light of these escalating threats, Germany's interior ministry has confirmed the deployment of approximately 22,000 police officers per day during the tournament. This represents the largest deployment of federal police since its establishment in 1951. Authorities will be supported by police from participating countries, and internal border controls have been temporarily reinstated.

One of the major challenges facing authorities is the growing number of alliances among hooligan firms. Cross-nation rivalries are spilling over into the international scene, making it more difficult to identify and control potential troublemakers. For instance, Italian ultras from Atalanta joined Eintracht Frankfurt fans to fight Napoli supporters before a Champions League game.

Certain matches have been identified as particularly high-risk, including England's game against Serbia on June 16. Both fan groups have a history of domestic and international violence, and the location of the game in Gelsenkirchen, close to major population centers, could exacerbate the risk. Other high-risk games involve Poland, Croatia, Romania, the Netherlands, and the Czech Republic.

Rival hooligan groups often view the police as a common enemy. In recent clashes, police have faced injuries and resorted to measures such as using a van to disperse fans. Some fans exploit the opportunity to fight before games or very early in the morning to avoid police presence.

Disturbingly, soccer violence has become a commodity, with some profiting from the filming and distribution of fights online. Dedicated social media accounts exist to showcase such violence, and a hooligan video game has been marketed as a way to engage in "epic battles." Merchandise featuring slogans like "Euro 2024, Festival of Violence" adds to the glorification of hooliganism.

The Euro 2024 tournament presents significant security challenges for German authorities. Escalating soccer violence, hooligan alliances, and a potential market for violence necessitate enhanced security measures. While the increased presence of police and other law enforcement agencies is crucial, it is equally important to address the underlying causes of hooliganism and the glorification of violence in the sport.
