Capps' family had received a tip that she might be in the woods behind a food distribution center on South Keystone Avenue. When they went to search, they were horrified to find her lifeless body inside the tote, according to FOX 59.
"It's hard. I don't wish this on anybody," Virginia Summers, Capps' mother, told FOX 59. "She did not deserve it. Anybody that does that is just a monster. It's just uncalled-for."
