House GOP Faces Legislative Sprint with Reduced Majority

House Speaker Mike Johnson's slim two-seat majority is expected to shrink further, potentially complicating legislation, including FAA reauthorization and funding for the Francis Scott Key Bridge.
The House of Representatives reconvened on Monday for a four-week sprint, but House Speaker Mike Johnson, R-La., faces a reduced GOP majority following the departure of Rep. Mike Gallagher, R-Wis. Gallagher's exit leaves Johnson with a margin of just two votes, susceptible to defections by a single Republican member.
The House's immediate focus lies on reauthorizing the Federal Aviation Administration (FAA) by May 10. However, Johnson's leadership is also challenged by ongoing friction with the ultra-conservative House Freedom Caucus.
The Freedom Caucus wields influence over the slim majority by threatening to block legislation in protest against spending and foreign aid. Their opposition looms over a potential funding bill for the Francis Scott Key Bridge reconstruction, supported by both parties.
While Johnson has successfully passed critical legislation during his tenure, the shrinking majority introduces potential obstacles. A House GOP aide acknowledges that "any dysfunction moving forward falls squarely on those who refuse to govern and prefer to complain," referring to the Freedom Caucus.
The Freedom Caucus's influence extends beyond legislation. In a statement, they demanded offsetting spending cuts for any bridge funding allocation and exclusive focus on reconstruction costs. Their demands may complicate funding negotiations, given the bipartisan support for the project.
Despite the challenges, Johnson's departure may provide relief for House GOP leaders. Two Republican candidates vying to replace ex-Speaker Kevin McCarthy face a runoff election in late May. If both candidates fail to secure a majority, Johnson's majority may temporarily increase.
The House's legislative sprint promises both challenges and opportunities for Johnson. While the GOP's slim majority presents obstacles, the strategic departure of Gallagher could potentially alleviate tensions. The upcoming weeks will test Johnson's leadership and determine the House's ability to navigate the political divide.
