The report also found that Horowitz's office had a "preconceived notion" that Comey had leaked classified information to the media, and that it pursued its investigation with "excessive zeal."
Horowitz has denied any wrongdoing, but the GAO report has raised serious questions about his objectivity and fairness.

The report found that the FBI had made some mistakes in its investigation, but it did not find that the FBI had been biased against President Trump.
However, some Trump supporters claimed that the report vindicated Trump's claims that the FBI had been out to get him.
The GAO report is likely to fuel further controversy over Horowitz's office.
