Kamala Harris' visit to Houston sparked controversy as she chose to attend a teachers' convention instead of meeting with the grieving parents of 12-year-old Jocelyn Nungaray, who was allegedly murdered by two Venezuelan nationals who had entered the U.S. illegally.
Harris' omission of a visit to the Nungaray family has sparked criticism, given her role as "border czar" for the Biden administration. In 2021, Biden appointed Harris to handle the "root causes" of illegal immigration, and she introduced a five-point strategy focused on diplomacy and foreign assistance. However, the Biden administration has denied that Harris was formally given the title of "border czar."

In addition to Nungaray's case, other migrant-related crimes have occurred during the Biden administration. In July, Joselyn Jhoana Toaquiza was allegedly murdered by an illegal immigrant from Ecuador, while Laken Riley was killed while running on a college campus by an illegal immigrant from Venezuela. In August 2023, Rachel Morin was allegedly sexually assaulted and murdered by an illegal migrant from El Salvador.

These incidents have fueled the ongoing border crisis, which has emerged as a top issue for voters ahead of the November election. The Biden administration has defended its handling of the crisis, citing a 50% drop in illegal immigrant crossings since an executive order was issued in June.
Harris' visit to Houston also included a speech to the American Federation of Teachers, where she highlighted campaign issues such as eliminating voter ID, banning assault rifles, protecting LGBTQ+ rights, and restoring abortion access. She emphasized the need to fight for these freedoms, saying, "In this moment, we are in a fight for our most fundamental freedoms."
