Five Democrats joined Republicans in supporting the voter registration bill earlier this year, but it has since stalled in the Senate. The White House also opposes the measure. Conservative Republicans like Chip Roy argue that extending government funding without addressing border security and voter integrity would give Democrats an advantage in December spending negotiations.
