"Escalation of violence between groups, often leading to retaliatory murder is, at best, culturally accepted and at worst encouraged," said Blake Johnson, an analyst at the Australian Security Policy Institute.

The killings have drawn condemnation from international human rights organizations. Volker Turk, U.N. Commissioner for Human Rights, expressed his horror at the "shocking eruption of deadly violence."

"I am horrified by the shocking eruption of deadly violence in Papua New Guinea, seemingly as the result of a dispute over land and lake ownership and user rights," Turk said. "The dead included 16 children."

The violence has raised concerns about the worsening security situation in Papua New Guinea, which is already facing challenges such as corruption, poverty, and a lack of basic services. The country's strategic location in the Indo-Pacific region has also drawn the attention of China and the West, both of whom are seeking to expand their influence in the area.
