The tradition of presidents vacationing in different locations further complicates protection efforts, as each site requires its own tailored security plan. Gage recalls the elaborate measures implemented during President Obama's Hawaii vacation in 2012, including a large complement of Navy SEALS and Coast Guard personnel.
