Patty Morin, whose daughter was murdered by an illegal immigrant, implored lawmakers to secure the border, citing the preventable tragedy that claimed her child's life.
In a heartbreaking testimony before Congress, Patty Morin, the mother of murdered Maryland jogger Rachel Morin, demanded lawmakers take swift action to address the border crisis and prevent similar tragedies from occurring.
Rachel Morin, a 37-year-old mother of five, was abducted and brutally assaulted by Victor Antonio Martinez-Hernandez, an illegal immigrant with a history of violence against women. Martinez-Hernandez, who had been caught at the border but released without proper screening, allegedly dragged Morin off a running trail and hid her body in a culvert.

Patty Morin's first encounter with the accused killer in court was a chilling reminder of the anguish she and her family have endured. "Seeing Victor Antonio Martinez-Hernandez enter the courtroom with a flat, emotionless expression only deepens the anguish felt by Rachel Morin's family," said Randolph Rice, the lawyer for the Morin family.
Morin pointed to the failure of the Biden-Harris administration's immigration policies, arguing that if routine border protocols had been followed, Martinez-Hernandez would have been detected and her daughter would still be alive.

"I realize some of you are disinterested in this because you just think it's a partisan thing, but these are American people," Morin told lawmakers. "We need to close the borders. ... These people that are coming over the border, if they're coming over illegally, it's because they have something to hide."
Martinez-Hernandez, who dropped out of school after seventh grade, came to the U.S. illegally in 2023. Despite Interpol having a warrant for his arrest, he was somehow allowed to enter the country. Before reaching Maryland, he allegedly raped a California mother and her 9-year-old daughter.

Morin's testimony resonated with some lawmakers, including Rep. Matt Gaetz, R-Fla., who pledged to author legislation based on her recommendations. However, other lawmakers, such as Rep. Jerrold Nadler, D-N.Y., appeared disengaged during the hearing, raising concerns about their commitment to addressing the border crisis.
"What I would really like to come across is that I really want the American people, members of Congress, senators, presidents ... I want everyone to actually listen to our voices, listen to our words, listen to what we have to say and take it to heart," Morin told Fox News Digital.

Morin emphasized the importance of putting politics aside and prioritizing the safety of American citizens. "It's hard to verbalize the message to them because they already have the mindset that this is a political thing, that you're either for immigration or you're against immigration. I don't think Americans are against immigration if it's done correctly."
Martinez-Hernandez faces charges of first-degree murder and first-degree rape. His trial, initially scheduled for December 2023, has been postponed to April 2025. Patty Morin and her family remain committed to ensuring that justice is served in Rachel's memory and to advocating for stricter border security measures.
