Governor Healey's administration has cited "record" numbers of migrants arriving in Boston, straining the state's shelter system and resources. Officials sent to the border will connect with federal agencies, non-governmental organizations, and migrant families to educate them about the limited shelter space available in Massachusetts.

The deployment comes amidst a broader crisis in the United States, as numerous states and cities struggle to cope with the influx of migrants crossing the southern border. In fiscal year 2023 alone, there were over 2.4 million migrant encounters.
Massachusetts is one of several Democratic-led states that has taken a welcoming approach to migrants, but the sheer number arriving has put a strain on its system. Governor Healey has previously touted the state's beacon of hope for those in need.

However, the recent surge has forced Boston's Melnea A. Cass Recreational Complex to accommodate 300 migrants using Army cots. Despite efforts from the state to provide services, shelters have reached their maximum capacity.
The crisis has led to calls from mayors and local officials for increased federal funding and expedited work permits to help migrants find employment and reduce their reliance on social services.

Governor Healey has emphasized the importance of providing migrants with work authorization, job training, English classes, and rehousing assistance. The state has helped over 3,785 migrants apply for work authorization and enrolled over 1,100 in English classes.
Despite these efforts, the influx of migrants continues to challenge the capacity of Massachusetts and other sanctuary cities. The deployment of state officials to the border is an attempt to curb the influx and educate migrants about the limited shelter resources available.
