Despite the Biden-Harris campaign's substantial fundraising efforts, raising over $127 million in June alone, the transferability of these funds to another candidate poses a significant challenge.
According to a political fundraiser familiar with presidential campaign finance, as of now, the funds are only accessible to Joe Biden or Kamala Harris. Election law experts have indicated that Vice President Harris could potentially utilize the campaign funds given her presence on the Biden-Harris ticket, but she may also encounter obstacles.

Trey Trainor, a commissioner on the Federal Election Commission, has stated that it remains unclear whether Harris could inherit the funds. Additionally, if Biden is replaced as the nominee, legal experts suggest that the Biden-Harris campaign would be permitted to transfer the funds to the Democratic National Committee, but the campaign arm faces restrictions on how it can distribute those funds.
Considering these financial complexities, Trainor believes that Democrats have no alternative but to continue with President Biden as their nominee, as the hurdles are simply too substantial.
