Former Chicago Mayor Lori Lightfoot has presented a report on Mayor Tiffany Henyard's spending habits, accusing her of misappropriating taxpayer funds and engaging in unethical behavior to increase her influence.

Former Chicago Mayor Lori Lightfoot has unveiled a preliminary report on former Dolton Mayor Tiffany Henyard's spending habits, revealing alarming financial irregularities and questionable purchases. The report, presented to Dolton residents, outlines a pattern of excessive spending and potential misuse of public funds under Henyard's administration.

Carmen Carlisle, a trustee for Thornton Township, has emerged as a whistleblower, alleging that Henyard manipulated employees, vendors, and residents to advance her own interests. Carlisle, who served as an assistant to Henyard before becoming a trustee, claims she rarely questioned extravagant trips and other expenses charged to township taxpayers because she trusted the administration.

Lightfoot's report indicates that under Henyard's leadership, Dolton's general fund balance plummeted from $5.61 million in April 2022 to a deficit of $3.65 million by May 2024. Lightfoot has also disclosed that Henyard used the village credit card for personal purchases at Amazon, Target, Walgreens, Wayfair, and other retailers.

One particularly eyebrow-raising revelation is that Henyard made a single Amazon purchase amounting to $33,000 on January 5, 2023. These financial irregularities have prompted an ongoing FBI investigation into Henyard's conduct.

In addition to the financial allegations, Henyard has faced scrutiny for her alleged role in a sexual assault by an ally during a Las Vegas trip and for retaliating against the alleged victim. Lewis A. Lacey, the former deputy chief of police of Dolton and an ally of Henyard, was indicted on bankruptcy fraud charges earlier this month.

The FBI is also investigating Henyard's alleged misconduct, with six individuals reportedly providing statements to the agency about her actions. The investigation includes the issuance of two federal subpoenas, one for employment records and personnel files and the other specifically for records related to Keith Freeman, the village administrator and Henyard's top aide.

Henyard, who has typically used a golden microphone at meetings, has responded to the allegations with a new nickname for Carlisle, calling her "Lyin' Carlisle." Henyard has also posted a video of her meeting with President Biden at the White House.
