UN Security Council Ends Political Mission in Iraq, Set to Close in 2025

After two decades of supporting Iraq's post-conflict reconstruction and stabilization efforts, the United Nations Security Council has voted unanimously to end the UN political mission in the country. The mission, known as UNAMI, will officially cease operations by December 31, 2025.
The United Nations Security Council has voted unanimously to end the UN political mission in Iraq established in 2003 following the U.S.-led invasion that toppled Saddam Hussein. The mission, known as UNAMI, has played a significant role in coordinating post-conflict humanitarian and reconstruction efforts and assisting in the restoration of a representative government in Iraq.
In recent years, Iraq has made progress in its stabilization efforts and has requested the United Nations to scale back its political mission. The resolution adopted by the Security Council extends UNAMI's mandate for a final 19 months until December 31, 2025, when all its work will cease.
The resolution asks Secretary-General Antonio Guterres to prepare a transition and liquidation plan in consultation with the Iraqi government by December 31, 2024, so UNAMI can start transferring its tasks and withdrawing staff and assets.
The Security Council commended Iraq's ongoing efforts to stabilize the country, including the fight against terrorism and the pursuit of reforms. The resolution also emphasizes the need to strengthen preparations for free and fair elections in Iraq, including for the federal Parliament and the Parliament in the Kurdistan region.
Additionally, UNAMI is tasked with facilitating progress toward finally resolving outstanding issues between Iraq and Kuwait, stemming from Saddam Hussein's invasion of its smaller neighbor in August 1990. The mission is also authorized to assist with the return of internally displaced Iraqis and refugees, provide healthcare and other services, and promote economic development.
The United States welcomed the resolution's unanimous adoption, stating that it reflects Iraq's evolving needs and the country's growing capacity to manage its own affairs. Russia, while supporting the resolution, stressed the importance of respecting Iraq's sovereignty and opposing interference in its internal affairs.
The closure of UNAMI marks a turning point in Iraq's post-conflict journey. The country has made significant progress in rebuilding its infrastructure, improving its security situation, and establishing a democratic government. The Iraqi government's request to end the political mission is a sign of confidence in its ability to assume full responsibility for its future.
As Iraq moves forward, the international community will continue to support its efforts through various forms of assistance, including humanitarian aid, technical support, and economic cooperation. The country faces challenges, such as the ongoing presence of terrorist cells and the need for continued economic diversification, but it has demonstrated a strong will to overcome these challenges and build a brighter future.
