Unraveling the Enigma: Hamas' Casualty Data from Gaza

Amidst the chaos and devastation in Gaza, questions linger over the reliability of Hamas-provided death toll figures. Scrutiny falls on the organization's shifting methods and the absence of independent verification.
In the aftermath of the eight-month conflict between Israel and Hamas in Gaza, the issue of civilian casualties has been a contentious one. While Hamas officials have released daily updates on the death toll and injuries, the accuracy of these figures has come under increasing doubt.
Initially, medical officials within Hamas gathered data through a network of computers connecting morgues and hospitals, a system previously validated by human rights groups, the U.N., and the WHO. However, as Israeli troops advanced into Gaza, the ministry lost contact with many hospitals.
To compensate, the Hamas Health Ministry began relying on "reliable media sources" to determine the number of fatalities. However, it never identified these sources, and over time, media reports accounted for more than 75% of all deaths recorded.
Furthermore, only a handful of Gaza's 36 hospitals and primary health care facilities are still operating, casting further doubt on the reliability of the information coming from the Hamas-run system. The WHO reported that eight major hospitals responsible for collating morgue data are now only providing a fraction of the information.
According to a COGAT official, the numbers published by Hamas are "not right or accurate." The official pointed to the recent change in death toll figures for women and children, suggesting political manipulation.
Critics also argue that the breakdown in the hospital system and the breakdown of authority within Hamas make it difficult to verify the data. Civilians may also be bypassing hospitals and burying their dead immediately, further hindering accurate accounting.
Despite the concerns, agencies such as the U.N. Office for the Coordination of Humanitarian Affairs (OCHA) continue to cite the Hamas-published data as the basis for daily reports. They argue that in the absence of complete U.N. figures, it is global standard to cite local health authorities.
However, the U.N.'s inability to independently verify the figures has led to questions about the wisdom of relying on unverified data. Last week, the U.N. revised the death toll for women and children, reducing it by nearly 50%.
The WHO and the State Department have not provided clear explanations for why unverified data from Hamas is still being quoted and used to dictate policy on the Israel-Hamas conflict.
Israeli government spokesperson Avi Hyman has announced that over 14,000 terrorists have been killed in Gaza, along with 16,000 civilians. This figure differs significantly from Hamas' claims.
Vedant Patel, principal deputy spokesperson at the State Department, acknowledged that tens of thousands of innocent civilians have lost their lives but emphasized that Hamas embeds itself within civilian infrastructure.
The reliability of Hamas' casualty data from Gaza remains a contentious issue, with concerns raised about the lack of independent verification and the organization's shifting methods. As the conflict continues, the need for accurate and impartial information about civilian casualties becomes increasingly important.
