Despite the discovery of a "bloodied receipt" on Crooks' body indicating the purchase of a 5-foot ladder, FBI Director Christopher Wray believes Crooks used other means to reach the rooftop.
Testifying before the House Judiciary Committee, Wray stated, "We do not believe he used a ladder to get up there." This conclusion is based on the absence of the ladder at the scene and the belief that Crooks utilized mechanical equipment and vertical piping on the side of the building on July 13.

A hallway adjoining the building to another adjacent to it may have allowed Crooks to climb onto the roof. An air conditioning unit on the roof is also believed to have been used by Crooks to hide his AR-15 rifle.
