Woman Accused of Shooting Baby and Parents at Point-Blank Range Over $100 Drug Debt

Dominique Billups, 28, has been arrested and charged with multiple offenses, including three counts of aggravated assault, after she allegedly opened fire on a family in Philadelphia, striking the 7-month-old baby in the leg. The incident, captured on video, is believed to have stemmed from an outstanding drug debt.
A shocking video that has surfaced online shows a woman firing at a mother and baby in a stroller at point-blank range. The incident occurred outside a Philadelphia home on Thursday evening and has resulted in the arrest of a woman identified as Dominique Billups, 28.
The footage, released by the Philadelphia Police Department, shows Billups approaching the family and firing two shots at the father, who takes cover. She then fires a third shot at the mother, who is seen pointing at the baby in the stroller, striking the child in the leg.

The mother's horrified cries of "My baby!" can be heard as the child screams. Billups allegedly shouts "F--- your baby, b----!" before fleeing the scene.
The seven-month-old baby was taken to Nazareth Hospital by a good Samaritan and is now in good condition. However, the parents were not present at the scene when police arrived and were later found a few blocks away.

Lt. Dennis Rosenbaum of the Philadelphia Police Department said the incident likely stemmed from a $100 narcotics debt owed by the child's father. Rosenbaum stated that the man was the initial target of the shooting and that an argument had occurred earlier nearby.
Billups, who is facing charges of aggravated assault, reckless endangerment, and other crimes, was arrested at a home on Friday. Police recovered a magazine with 11 "various" bullets at the residences searched during the investigation.

Rosenbaum emphasized the importance of the video in identifying the suspect and commended the public for providing footage to the police. He also expressed concern over the violence in the area, stating that it is "not known for violence" and that the incident is a cause for sadness.
The residents of the 4000 block of Meridian Street, where the shooting occurred, reportedly do not know the parents of the child. The mother is a juvenile, while the father is an adult.
